The Gathering Storm expansion introduced the Civilization Diplomatic Victory condition. Civilization 6’s diplomacy victory condition enables players to win games peacefully by amassing 20 diplomatic points. You can amass such points by voting for winning target/outcome combinations for World Congress resolutions, building certain wonders, and winning competitions. Here are some tips for winning a Civ 6 Diplomatic Victory.
Build the Statue of Liberty
The Statue of Liberty is a must-have wonder to build for securing a Civ 6 Diplomatic Victory. That wonder awards your civilization with four diplomatic points when built in it. Four diplomatic points are the most you can receive from any wonder, which makes building the Statue of Liberty crucial for any player aiming for a diplomacy victory. You’ll also benefit from the 100% loyalty bonus for your cities within six tiles of the Statue of Liberty.
You can also build the Statue of Liberty more strategically by saving it until you’re within four points (16 or over) of securing a Civ 6 Diplomatic Victory. Then, completing the Statue of Liberty can get you over the required 20-point line. However, doing this is risky because other civilizations might construct the Statue of Liberty if you delay building it.
Vote For Your Civilization to Lose Diplomatic Points
When you reach the Modern Era, you can start voting on resolutions to award or take away two diplomatic points from a target leader. Voting for your leader to receive two diplomatic points when closing in on victory might seem the obvious thing to do when you can. However, this seldom ever works because all the other civilizations will almost always vote for you to lose two diplomatic points when you’re close to victory with 16 or more points.
It’s usually better to vote for yourself to lose two diplomatic points with a minimal one vote. Then, you’ll receive one point when the resolution is passed, reducing the lost points to -1. You can then use most of your remaining votes to pass another target/outcome resolution for which you’ll receive a point if passed. This voting strategy will enable you to prevent the other leaders from shooting down your diplomacy score when you’re closing in on victory.
Play as Sweden, America, or Canada
Sweden, America, and Canada are three of the best civilizations to play as in Civilization 6 for securing a Civ 6 Diplomatic Victory. Those are three civilizations with Civ 6 abilities that increase diplomatic favor for World Congress votes. These are the civ abilities those civilizations have for boosting diplomatic favor:
- America Founding Fathers: +1 diplomatic favor per turn for each Wildcard slot
- Sweden Nobel Prize: +50 diplomatic favor for each great person recruited
- Canada Four Faces of Peace: +1 diplomatic favor per turn for every 100 tourism in your civilization
Unlock Higher Tier Governments ASAP
Unlocking and upgrading government tiers is crucial to amassing more diplomatic favor for World Congress votes. Each government amasses +1, +2, +3, or +4 diplomatic points per a turn depending on its tier. The tier-4 Synthetic Technocracy, Digital Democracy, and Corporate Libertarianism governments are the best for amassing more diplomatic favor per turn. So, make civic research a priority to unlock and upgrade to higher-tier governments sooner rather than later.
Establish More City-State Suzerains
Establishing more city-state suzerains is a good way to increase your diplomatic favor votes in the World Congress. Each of your suzerains will give your civilization +1 diplomatic favor per turn. For example, having 10 suzerains will amount to +10 diplomatic favor per turn.
So, focus on getting more envoys to establish more city-state suzerains. A good way to do this is to select the Charismatic Leader and Gunboat Diplomacy policy cards. Those cards give you +2 and +4 influence points for envoys.
Go Green
Don’t forget that you can also lose diplomatic favor each turn for various things. Polluting more than other civilizations can cost you diplomatic favor. There’s a -1 diplomatic favor per turn penalty for every three pollution points above your game average.
So, try to avoid building too many industrial zones and factories. Build greener nuclear and oil-based power plants rather than coal ones when you can. Remember that you can also increase production in cities by adding greener solar panels and wind turbines to tiles when you’ve researched the required technology.
Avoid Wars
Warmongering increases grievances against your civilization, for which there’s a diplomatic favor penalty. Occupying an enemy’s capital city also has a -5 diplomatic favor per turn penalty. So, it’s best to avoid starting wars when playing for a Civ 6 Diplomatic Victory, for the sake of averting diplomatic favor penalties. Instead, research the navigation technologies and try to find new territories in which to settle for the peaceful expansion of your civilization.
Select the Diplomatic Capital Policy Card
Finally, select the Diplomatic Capital Policy when you can do so. Diplomatic Capital gives you +4 diplomatic favor a turn. More diplomatic favor amounts to more World Congress votes, which will enhance your chances of securing a Civ 6 Diplomatic Victory.
The Civ 6 Diplomatic Victory condition is a fun one to play for. The key to securing such a victory is to increase your share of World Congress votes by amassing more diplomatic favor, as suggested for most of the tips above. In addition, build the Statue of Liberty, Mahabodhi Temple, and Potala Palace wonders and win diplomatic competitions when you can to rack up more diplomatic points for securing a triumph of diplomacy.
