When you start playing the Civilization 6 Rise and Fall or Gathering Storm DLC, loyalty is probably one of the first different gameplay mechanics you’ll notice. Loyalty scoring applies to all your cities, occupied or otherwise, and determines how loyal they are to your civilization. If your cities have negative loyalty, they will eventually rebel after a certain number of terms. Rebellious cities break away from your civilization and can then join others. These are some ways you can increase Civ 6 loyalty to secure your cities in Civilization 6.
Add a Governor to a City
Adding governors to cities is one of the best ways to increase Civ 6 loyalty in Civilization 6. Each governor generates +8 loyalty for the city you assign it to. Yet, there are only a few base governors in the Civilization 6 DLC that you can only gradually unlock.

To increase the governors you have for boosting loyalty, build a Plaza district and buildings for it. Then, it’s best to assign governors to your cities that border other civilizations for the sake of boosting their loyalty. Cities bordering civilizations will be under heavier loyalty pressure from citizens outside their borders.
Build Monuments
Monuments generate +1 loyalty for cities that include them. As Monuments only have a production cost of 60, they’re cheap to build. So, it’s best to build (or purchase) Monuments in recently occupied cities during wars to increase loyalty in captured cities.

Build a Plaza District
The Plaza district generates a substantial +8 loyalty for the city that includes it. However, you can only build one Plaza district in a civilization. When combined with a governor assigned to a city, this would amount to +16 loyalty. Adding a Plaza to a city alongside a border, near another civilization, is a good way to secure its loyalty when combined with a governor.
Select Policy Cards That Increase Loyalty
There are numerous policy cards with loyalty-boosting effects. Selecting such cards is a good way to boost Civ 6 loyalty in multiple cities because their effects are universally applied. When you’re fighting a war, try selecting one or two policy cards that will help to secure loyalty in occupied cities. These are the policy cards that increase Civ 6 loyalty:
- Limitanei: +2 loyalty per turn for each city with a garrisoned unit.
- Colonial Offices: +3 loyalty per turn for each city that’s not on your capital’s continent.
- Solidarity: +2 loyalty per turn for a city that includes a governor.
- Decentralization: +4 loyalty in each city with a population of six or fewer.
- Communications Office: +1 loyalty per turn for each governor promotion (+6 maximum).
- Despotic Paternalism: +4 loyalty in each city with a governor assigned.

Establish a Suzerain in Preslav
Suzerain is a military city-state with a suzerain bonus that can increase Civ 6 loyalty in some of your cities. Establishing a suzerain in Preslav will give each of your cities with Encamptment districts a +2 loyalty bonus. You can then build Encampments to increase loyalty in your cities.

Settle Cities Closer to Your Own
All your loyal cities apply loyalty pressure to those within nine tiles of them. Larger cities apply a higher amount of loyalty pressure. Therefore, establishing cities closer to your own within a nine-tile radius will ensure stronger loyalty in them.

When moving settler units, negative tile loyalty is always something you should look out for. Tiles near the borders of other civilizations will often have negative loyalty. Establishing cities on tiles with negative loyalty can often be a bad idea because they’re much more likely to lose loyalty and rebel. If you establish a city on a tile with negative loyalty, you’ll probably need to increase its loyalty to ensure it stays within your civilization.
Garrison Units in Occupied Cities
When you capture a city during a war, a -5 Civ 6 loyalty penalty comes into effect. Garrisoning a unit in a conquered city will increase its loyalty by eliminating that penalty. So, make sure you garrison a unit in a captured city for a few turns to secure its loyalty. You can also increase loyalty in all cities with garrisoned units by +2 per turn by selecting the Limitanei policy.
Build the Statue of Liberty
The Statue of Liberty wonder has an effect that ensures 100% loyalty in all cities within six tiles of it. So, that’s a good way to build for ensuring total loyalty in nearby border cities. Note that you can only build the Statue of Liberty in cities with Harbor Districts.

Run the Bread and Circus Project
Bread and Circuses is an Entertainment and Water Park district project that provides a substantial +20 loyalty increase for any city that completes it. The Bread and Circuses project also increases citizen loyalty pressure when in production. You can initiate loyalty attacks on neighboring civilizations by starting multiple Bread and Circuses projects along your border to trigger rebellions in nearby cities.

Increase Amenities
Citizen contentment, which depends on amenities, can have a positive or negative effect on Civ 6 loyalty. Ecstatic cities have the most loyalty in that respect. Thus, increasing amenities will also enhance loyalty in your cities. There are numerous ways you can increase amenities. The best ways to increase amenities are to build more Entertainment and Water Park district buildings and secure more luxury resources.

Civ 6 loyalty is not something you can ignore in the Rise and Fall and Gathering Storm DLCs. Be careful not to establish cities too close to other civilizations to better ensure you can secure loyalty in them. If loyalty in any of your cities starts to decline, try boosting their loyalty with the methods covered above. You’ll probably need to increase loyalty even more in occupied cities to hold them during wars.
