Governors are government agents you can assign to your cities in the Civilization 6 Rise and Fall and Gathering Storm DLCs. You can select to appoint up to seven governors in those DLCs: Pingala (educator), Reyna (financier), Victor (castellan military guy), Amani (diplomat), Magnus (steward), Moksha (cardinal), Liang (surveyor). They have a variety of unique promotion abilities you can choose with governor titles earned via the civic tree and Plaza districts. These are nine of the best promotion abilities for Civilization 6 governors that you can select.
Zoning Commissioner (Liang)
Liang’s Zoning Commissioner promotion is one of the best Civilization 6 governor abilities because it’s generally useful for all victory conditions. In Rise and Fall, that promotion gives the city that includes Liang a 30% production boost for district construction. However, that promotion ability is slightly nerfed to 20% in Gathering Storm.

Zoning Commissioner is certainly a promotion with universal appeal because all players need to build districts for scientific, domination, religious, and cultural victories. However, it’s especially useful for speeding up Spaceport, Campus, and Industrial Zone district construction for those players seeking a space race victory. Although the effect is limited to one city, you can always move Liang across cities to build specific district types more quickly.
Tax Collector (Reyna)
Reyna’s Tax Collector is one of the best economic promotion abilities for Civilization 6 governors. That promotion effect generates +2 gold per turn for each citizen in the city you assign Reyna. For example, placing Reyna in a settlement with a population of 10 will generate +20 gold per turn. That can amount to a significant production increase for all your space race projects. Thus, selecting Space Initiative is one of the best ways to get ahead of the game when playing for scientific victory.
Garrison Commander (Victor)
Victor is the military guru of Civilization 6 governors, and Garrison Commander in Gathering Storm is one of his best promotion abilities for securing captured enemy cities. Firstly, because it gives cities within nine tiles of Victor a +4 loyalty boost. That effect can be useful for increasing loyalty and preventing rebellions in captured enemy cities around Victor. Move Victor into one captured city to spread his effect to others. However, note that Garrison Commander doesn’t have this effect in Rise and Storm.

Then, the Garrison Commander title also has an additional combat strength effect. That effect gives units within Victor’s city territory a +5 combat strength bonus. Thus, placing Victor in any captured enemy city will strengthen your units for any potential enemy counterattacks.
Researcher (Pingala)

In the Gathering Storm DLC, the Researcher effects give you +1 science per turn for each citizen in the city that includes Pingala. For example, a settlement with a population of 10 will generate +10 science. That’s a handy promotion to boost science output for unlocking technologies a little quicker.
However, Researcher is completely different in the Rise and Fall expansion. In Rise and Fall, the Researcher provides a 20% production boost effect for Campus buildings. Nevertheless, Researcher is still a good promotion to have for scientific victories that will enable you to build Campus buildings in Pingala’s city faster.

Curator (Pingala)
If playing for a cultural victory, Curator is one of the best promotions you can select. The Curator effect generates 100% tourism for the art, writing, and music pieces in the city that includes Pingala. Thus, that effectively doubles the tourism generated by all great works in a city’s art galleries, amphitheaters, and broadcast centers. Place Pingala inside a city stuffed with great works for maximum effect.
Surplus Logistics (Magnus)
The Surplus Logistics promotion is recommended because its city growth effect has universal appeal. Surplus Logistics gives the city that includes the Magnus Civilization 6 governor a 20% population growth boost. Faster population growth in any settlement increases its scientific and cultural output.

Surplus Logistics also gives trade routes sent to the city where Magnus is stationed a +2 food yield bonus. That’s a useful effect for increasing food yields (population growth) for other cities in your civilization with domestic trade routes. Send some domestic trade routes to the city where Magnus is assigned to exploit Surplus Logistics.
Parks and Recreation (Liang)
Parks and Recreation is a great Civilization 6 governor promotion to select for players seeking a cultural victory. Selecting Parks and Recreation enables you to add City Parks to plains, grasslands, tundra, and even snow tiles. In Gathering Storm, City Parks generate +4 culture yields (+1 for those that don’t) for Liang’s city and tourism that can attract more visitors to your civilization. Plus, City Park has a +2 appeal bonus for adjacent tiles and generates +1 amenity when adjacent to coast, lakes, or rivers.

Although you can only add City Parks to tiles in the city that includes Liang, that doesn’t mean you’re restricted to using them in one settlement. Remember that you can reassign Liang to different cities. Thus, you can add City Parks to many settlements throughout your civilization to boost their cultural and tourism output, which makes this promotion ability the most flexible in the game.
Divine Architect (Moksha)
Moksha is an important Civilization 6 governor for players seeking the religion victory path. If your civilization has high faith output, then Divine Architect can be one of the most valuable promotions to select. Divine Architect enables you to purchase districts with faith. Any civilization with high faith output will benefit considerably from quickly purchasing districts rather than building them. Players aiming for the religion victory type can purchase, rather than build, Holy Sites in cities with Divine Architect selected.

Whatever victory condition you play for, Civilization 6 governors should be a part of your strategy in Gathering Storm or Rise and Fall.
